Box of issue for the MSM

Arthur Henry Wilkie Atwell is found in a London Gazette entry from March 1942, which notes that he is serving as a War Department clerk.

Logic suggests that there should be a British War Medal with this group, however the medal issue documents and Medal Index Card attached suggests that there were some problems with the issue of this item.
